Providing Technical Assistance to support States with their ICAO aerodromes obligations under Civil Aviation rule Part 139 and ICAO Annex 14.

AIR NAVIGATION SYSTEMS SPECIALIST

Task I: ILS Verification Study

Conduct a verification study for the Instrument Landing System, including a survey of other available advanced air navigation aids suitable for UVF that could also achieve safety and efficiency improvement goals and meet all regulatory requirements.

Task II: Procurement Support

Supports the procurement of equipment, design and installation, instrument approach procedure design, and aeronautical chart updates by providing technical inputs for bidding and contract documents and technical / cost evaluation of bids;

Conducts cost and schedule analyses, estimating expected costs and timeline for air navigation systems improvements.

Task III: Capacity Building

In support of the CATCOP-SL capacity building objectives, the ANSS works in collaboration with two individuals providing them mentoring, training, and transferring relevant knowledge and technology/tools. At present, it is anticipated that one  or more person will be from the regulatory body (ECCAA) and one or more person from the Air Navigation Services Unit of SLASPA

Task IV: Implementation Support

  • Technical specifications and other inputs to the tender documents for aeronautical charts, ILS and ADS-B systems.
  • Evaluation reports for bids and recommendations for contract awards for procurement of ILS, ADS-B, and update to the aeronautical charts.
  • Progress reports on the installation and commissioning of ILS and ADS-B systems.
  • Review of training programs and operational manuals for end-users.
